NJ-NY Metro Region Climate Pollution Reduction Plan

How can regional climate planning align emissions goals with environmental justice?

Rhie Planning LLC is supporting the development of the NJ–NY Metro Region’s Climate Pollution Reduction Plan, a multi-jurisdictional effort under the U.S. EPA’s Climate Pollution Reduction Grant (CPRG) program. As part of a consultant team led by Guidehouse, Rhie Planning is contributing to both the Priority Climate Action Plan (PCAP) and the forthcoming Comprehensive Climate Action Plan (CCAP), advancing strategies that reduce emissions while delivering equity and resilience benefits. Rhie Planning’s scope includes:

  • Conducting the Low-Income and Disadvantaged Communities (LIDAC) benefits analysis to meet federal requirements

  • Quantifying co-benefits of GHG reduction strategies, including the public health benefits of improved air quality

  • Supporting the development of a regional GHG inventory across multiple jurisdictions

This project demonstrates how regional climate planning can align emissions goals with environmental justice. Rhie Planning’s contributions help ensure the region’s strategies are data-driven, equitable, and implementation-ready.
